NOT THAT I AM SAYING DO THIS -- BUT -- a few years ago i aquired a 2 wheel trailer with some kind of 20" widow maker wheels. tires were rotted out. went to local truck tire store and they demounted tires for me. rims were shot. they gave me 2 used blanks fro 20" tires and i took a grinder and cut out the rivets holding the center in the old rims. fit perfectly into the blank. were no problem to line up straight and welded in place. worked fine. PERHAPS this would work for you.
