Carb to Hood clearance problem

I have a 68 camaro with a 454 and an edelbrock performer 2 intake with a edelbrock 1901 carb on top. Problem is that there is only about 1/2" clearance from the top of the carb to the hood. I don't have a cowl hood and am overseas so getting a replacement is bascially impossible. Is there any "low profile" air cleaner assembly that will if in 1/2"? I can't cut a hole in teh hood because I won't pass a road inspection. No fun if I can't drive it.
