The can thing is an early attempt at a pressurized system. It uses a solid radiator cap, with the guts of the "can thing" acting like a more modern pressure cap. The PETCOCK MAY be a "filling gauge", as in "open the petcock, and add coolant 'til it begins to drip out the petcock, OR maybe to relieve system pressure before opening the cap. I have NO idea how many years they did that, before switching to a "modern style" pressure radiator cap. The one on that GMC is the only one I have ever seen, personally. We used to have some Chevys from that same era that were NOT set up like that.
