Spacers for starter on IH Green Diamond

A neighbor just got a 1947 IH Green Diamond pickup and needs to replace the starter. He says the starter doesn't have room to pull back far enough to disengage from the flywheel. Are there supposed to be some spacers in between the starter and the flywheel so it will disengage? Any help would be appreciated.
