I had similar difficulties with with my '79 KW tandem. With the foot treadle released a little air was still being passed to the service brakes. Could be as simple as a sticking treadle/foot pedal not letting the brake valve release all the way. Shoot a little WD-40 on the treadle pivot pin and roller, work it a few times, then air it up and see what happens. If that doesn’t do it, it’s probably time for a new service valve. I presume the brake lights go out when you remove the brake light switch?
